As someone who grew up on the margins of society, homelessness or the threat of has been a constant since I was a child.
Hell, when the pandemic hit, I lost tens of thousands of dollars literally over night and was seriously wondering if I would have to turn to the street again.
There are many solutions to the issue of homelessness, the most obvious and scientifically proven one? Give people money and housing.
No, seriously.
These experiments have been done over and over in parts of the US, Canada and Europe and the result is always the same: give people money and housing...and the vast majority of the formerly houseless...do well.

Given that we live in a society whose morals are based on a religious ideal of work and morality...(from people that enslaved millions of people to do their work for them, btw) that is always ignored. If people are rich, its because they worked hard and are good...if they are poor, its because they are lazy and bad.
And of course, lazy, bad people need to be punished...so jail or unsafe shelter it is.
